Some people think clowns are comical. Others think they’re creepy. Police say this one was criminal!

"A cop is beating up a clown. Like, how could I NOT capture this on video and send it to all of my friends?" That's what eyewitness Mitch Cooper told HLN affiliate WISN about the scene that unfolded in front of him outside City Hall in Milwaukee. 

Police say they were getting calls about a guy shooting a squirt gun at cars and when they approached him, he resisted. That's when the scuffle broke out.

Cooper was able to capture it all on his cellphone. "I saw a police officer approach this man who was kind of dressed like a clown," he says. "The officer reached for him and then all of a sudden the next thing that you know they’re on the ground tussling."

The clown is facing charges. The officer was not hurt.
