The U.S. Department of Agriculture has reportedly taken disciplinary action after PETA released a video that allegedly shows U.S. Coast Guard trauma training on harmless, live goats. The goats were allegedly conscious enough to moan and kick while their limbs were being broken and cut. PETA now says the USDA has cited the instructors in the video for violating the Federal Animal Welfare Act for not providing the animals with adequate anesthesia.
