Police say Rayon Whitlock was smoking marijuana in his car with his two young children in the backseat, HLN affiliate WDRB reported.

Authorities say when Whitlock rolled down the window, a cloud of smoke came out.

Whitlock was charged with possession of marijuana and endangering the welfare of a minor.
